The National Museum of the American Indian (NMAI) is responsible for
affirming to Native communities and the general public the historical and
contemporary achievements of the Native peoples of the Western Hemisphere. 
The incumbent serves as the NMAI head archivist and is responsible for
setting archival goals and objectives and overseeing day-to-day operations
of an archive consisting of textual, photographic, and audio-visual
collections.  Develops and implements formal policy and procedures for all
archival work; refines and implements the NMAI archival organization,
operations and collection plans; implements preservation projects; assists
in designing the archives component of the NMAI Collections Information
System; applies existing and emerging digital techniques for maintaining and
accessing archival collections; develops collections use and access policies
working to promote use of collection by both Native and non-Native scholars
and public; evaluates records for archives, establishes criteria and writing
guidelines for collections acquisition and researches intellectual and
cultural property rights as they pertain to Smithsonian and tribal archival
records.   Performs a full range of supervisory and budgetary duties for
Archives Unit and other duties as assigned.

QUALIFICATIONS REQUIRED: 
 In addition to the Basic Requirements listed below, candidates must have 1
year of specialized experience equivalent to the next lower grade level. 
Specialized experience is experience that has equipped the applicant with
the particular knowledge, skills and abilities to perform successfully the
duties of the position, and that is typically in or related to the work of
the position to be filled.  Basic Requirements: A. Degree: major that
included 18 hours in the history of the United States and/or in American
political science or government, and 12 hours in one or any combination of
the following: history, American civilization, economics, political science,
public administration or government.  OR B. Combination of education and
experience: at least 30 semester hours that included courses as shown in A. 
Above, plus appropriate experience or additional education.  Evaluation of
Experience: Professional experience must have been in archival science or in
a directly related field of work such as history that involved the
collection, appraisal, analysis or synthesis of information having
historical or archival values, i.e., (1) experience as an archivist in
Federal, State, church, business or other archives, or in manuscript
depositories, and (2) experience of an archival nature that involved
research in archival science or in a directly related field such as history,
government, economics, political science, international relations, or
international law.

NOTE:  The Smithsonian does not recognize academic degrees from schools
that are not accredited by an accrediting institution recognized by the
Department of Education.  Any applicant falsely claiming an academic degree
from an accredited school will be subject to actions ranging from
disqualification from federal employment to removal from federal service. 

In addition to the qualifications described above, applicants will be
further evaluated by Selective and Quality Ranking Factors.  Applicants are
strongly encouraged to specifically address the factors described below.

Selective Factors:   (Applicants must meet all of these mandatory
requirements in order to be considered qualified to compete for a
position.)

1. Ability to apply archival principles, methods, and techniques in
appraising, accessing, arranging, describing and preserving textual,
photographic, and audio-visual collections.

2. Knowledge of and experience in providing historical reference and
research services for staff, visiting scholars, and the general public.

Quality Ranking Factors:  (These factors are not mandatory to be considered
for a position, but will be used to determine who are the highest qualified
candidates among those who meet the selective factors.)

1. Ability to apply archival principles, methods, and techniques in
appraising, accessing, arranging, describing and preserving textual,
photographic, and audio-visual collections.

2. Ability to establish policies, methods, practices, budgets, plans,
procedures and workflows for an archival repository.

3. Ability to supervise a diverse staff working on multi-phase projects.

4. Knowledge of Native American cultures of the Western Hemisphere and of
collection documentation and archival materials related to Native
Americans.

5. Skill in the creation and use of archival database systems, including
experience with digital techniques related to electronic archival collection
information.

6. Knowledge of legal issues pertaining to the acquisition, retention, and
use of documentary collections including issues that pertain specifically to
Native Americans.

NOTE:  RELOCATION EXPENSES MAY BE PAID AT THE DISCRETION OF THE
SMITHSONIAN.
