Seems to me the charges should be based on, costs of materials and 
reproduction with a say 15% profit margin....

Otherwise you folks need to get into the internet database business,

That might be an interesting argument, if you have the same material
being 
requested on a continuing bases...to save resources the material should
be 
preserved in a more efficient manner...

Ginny,

That's basically the same in KY.  Technically,
requesters are not "required" to provide information
other than the request, but agencies can require them
to sign for the record.  It's really kind of weird.
The agency still can't ask for the purpose, but
requesters are required to disclose a commercial use.

Just thought that might provide a way out of the
unusual request for Chuck by giving him a backing for
the extra charge, and possibly damping any kind of
commercial use of the photos.  Although it doesn't
address his question of informing others.
