<Under the Open Records Act the requester must sign for the records and has to tell you if they are to be used for a commercial purpose> This differs from state to state. In Virginia, for instance, the requester is not "required" to sign for the records, although we may ask them to and they may do so if they choose. We can now require the name and address of the requestor (this just changed last year) which was not allowed in past years. And we cannot ask the purpose for which the records will be used. Reminding the requestor of copyright laws, etc. is allowed, and to avoid any implication of bias, for some types of records we provide/remind all requestors. Ginny Jones (Virginia A.
