What to do with an extensive collection of photos of every building on
the base, created or copied maps of Fort Uffutt?

One of the simpliest solutions is to donate the collection to somebody
like NARA. It sounds like an invaluable collection, and since there is
really no central/national military museum in the US if it was me trying
to do research on these places I would start with the National Archives,
plus they know which rules and regulations to apply.
