In addition to attending the Roundtable for Tribal Archives, you might find it helpful to attend the pre-SAA symposium on Wednesday, August 2, 2006, "Ethnographic Archives, Communities of Origin, and Intangible Cultural Heritage" that will aim to address many of the issues you raise. The site is:
