Jeremy, My organization is considering a similar project to digitize microfilmed U.S. Treasury Department annual reports. They too are in the public domain, so copyright is not an issue. I would be interested in learning what companies can do digital conversion of microfilm, so that we can begin to cost out this project and move forward with it.
