Linda- How about using additional file folders? There will be additional bulk and expense, but it's easy. Heresy follows: Place a strip of "archival" paper about ½" wide and 1½" long over the upper left corner of the papers and staple them together using a little stapler. If course you shouldn't do this to your most valuable (however defined) papers, but there are plenty of borderline collections out there. I've seen clips cause a lot more damage than two tiny holes. The paper strip protects the documents and lets others know that you didn't staple things willy-nilly.
