The XIX Bi-Annual East and Southern Africa Regional Branch of the International Council on Archives (ESARBICA) General Conference on “Empowering Society With Information: The Role of Archives and Records as Tools of Accountability” will be hosted by the Tanzania National Archives (Dar es Salaam) on 18 to 22 June 2007. Accommodation, travelling and subsistence are the responsibility of the paper presenters. Themes The forthcoming ESARBICA Conference seeks to highlight some of the challenges faced by record keepers in the ESARBICA region in providing accurate and timely information to facilitate the attainment of accountability and the empowering of society. Contributions are invited that address issues of archives, records as they related to accountable government and empowering citizens through the provision of information. Themes that may be addressed are wide and open, but an advanced academic level of discourse is required. Inter alia the following broad themes will be addressed at the conference: * Archives in the information society * The role of records and archives systems in facilitating information sharing and promoting transparency and accountability * The role of records and archives in protecting the rights of citizens * The changing shape of information rights in the public service * Freedom of Information as a challenge for record keepers and users * Records management in the knowledge society * Building knowledge management capacity in reformed governments * E-Governance * Managing electronic records * Public sector reform and records management in ESARBICA member countries * Challenges of archival institutions in preserving the written heritage Submission Procedure Submissions should include the speaker's name(s), affiliation, address, e-mail address, telephone and fax numbers, a short one-paragraph biographical note, the title of the paper, and an abstract of 400 to 500 words. Each abstract will be double-blind reviewed. Papers accepted will be published in the conference proceedings provided authors present their work at the conference.
