You may be interested in an initiative by PictureAustralia, a consortium of
pictorial collections relating to Australia coordinated by the National
Library of Australia. Individuals can contribute to PictureAustralia by
loading images into two flickr groups. See

I am not sure if any institutions are using flickr to help identify photos
