There was a bug in Version 3.11 of MSKermit that could cause this problem. MCIS placed a workaround in the last version of VMS Kermit to fix this problem, but it caused performance penalties with the newer versions of Kermit, so we took it back out. The older version of Kermit is still available by using the ocmmand OLDKERMIT.
