Look in C$INCLUDE: for them.  For example, C$INCLUDE:MMAN.H.

Actually, they are, but only if the system is running OpenVMS 7.0 or
greater (the first version to support these).  We're running OpenVMS 6.2.
 
I've got a newer version of C to install that is supposed to allow the use
of some of these new features without upgrading to OpenVMS 7.0.  Contact me
for more information.
