In *Adherence leads to inhibition*, I think "to" is a preposition, rather
than a particle in a phrasal verb.

"Where does all this blind adherence to dogma lead?" "To inhibition and
mindless obedience, if you ask me."

You can't do that with a phrasal verb: "Where did you look?" "Up the
answer."
