According to the Globe, no. 4, 1995, the Indian state of Andhra Pradesh is
vigorously enforcing prohibition with a 6-month jail term.  Between Jan-Nov. 95
there were 45,000 arrests.  "The campaign for prohibition began in the early
1990s and was primarily a women's movement."  Women blamed "arrack" for poverty
and domestic violence.  During the 1980s the state government encouraged the
availability of factory-made arrack to discourage  illegally brewed and often
contaminated arrack.  The reversal of policy is said to have cost 100,000 jobs
and 15% of the state budget.  "Alcohol is still being produced illegally,
mainly in the form of 'gudumba,' a mixture of sugar, yeast and water."
